{"id":2414,"date":"2023-02-08T04:30:00","date_gmt":"2023-02-08T04:30:00","guid":{"rendered":"https:\/\/chem.ui.ac.id\/?p=2414"},"modified":"2025-08-06T02:36:27","modified_gmt":"2025-08-06T02:36:27","slug":"fmipa-ui-expert-in-physical-and-environmental-geography-explains-weather-modification-technology-and-its-connection-to-human-interpretation","status":"publish","type":"post","link":"https:\/\/chem.ui.ac.id\/id\/fmipa-ui-expert-in-physical-and-environmental-geography-explains-weather-modification-technology-and-its-connection-to-human-interpretation\/","title":{"rendered":"Pakar Geografi Fisik dan Lingkungan FMIPA UI Jelaskan Teknologi Modifikasi Cuaca dan Kaitannya dari Interpretasi Manusia"},"content":{"rendered":"<p>Cuaca ekstrem yang terjadi akhir-akhir ini mendorong pemerintah melakukan beberapa langkah pencegahan dan penanggulangan, salah satunya adalah operasi Teknologi Modifikasi Cuaca (TMC). Mengutip dari siaran pers resmi yang diterbitkan Badan Riset dan Inovasi Nasional (BRIN), TMC bukan hal baru bagi Indonesia. Sejak 1977, proyek yang dulu lebih dikenal dengan istilah hujan buatan itu sudah dimulai. Ide itu muncul, saat Presiden Soeharto melihat pertanian di negara Thailand cukup maju. Setelah diamati, majunya pertanian Thailand disebabkan karena supply kebutuhan air pertanian dibantu oleh modifikasi cuaca.<\/p>\n\n\n\n<p>Dosen departemen Geografi Fakultas Matematika dan Ilmu Pengetahuan Alam Universitas Indonesia (FMIPA UI) sekaligus pakar geografi fisik dan lingkungan, Dr. Mangapul Parlindungan Tambunan M.Si., mengatakan operasi TMC tidak jauh dari keterkaitannya dengan sebuah teknologi dari interpretasi manusia dalam memodifikasi cuaca yang sifatnya alami. \u201cCuaca dalam sebuah kejadian dapat berupa suhu, angin, hujan yang pelingkupannya tidak luas. Contohnya seperti di Daerah Aliran Sungai (DAS) dan di sebuah wilayah sangat dinamis yang berkaitan dengan waktu. Jika kita membicarakan teknologi modifikasi cuaca, contohnya cuaca di jakarta dengan temporal waktu yang cenderung singkat,\u201d ujarnya.<\/p>\n\n\n\n<p>Menurut Dr. Mangapul, berbicara mengenai modifikasi cuaca berarti berbicara mengenai siklus hidrologi yang ada di atmosfer. \u201cPada saat pembetukan awan, disitulah ada interpretasi manusia. Di saat kondensasi terjadi, disitulah disemai atau ditabur awan-awannya sehingga hujan terjadi di ruang yang kita inginkan,\u201d katanya. Ia menilai kegunaan dan tujuan dilakukannya operasi TMC untuk mempercepat proses terjadinya hujan di ruang yang diinginkan.<\/p>\n\n\n\n<p>Ia juga mengungkapkan bahwa keberhasilan TMC dipengaruhi oleh arah dan besaran angin. Namun, kegagalan operasi TMC dapat terjadi dengan perkiraan lebih dari 50% dengan melihat percepatan angin. \u201cPeluang rekayasa keberhasilannya fifty-fifty untuk mengendalikan TMC. Tinggal besarannya tergantung ruangnya,\u201d ujarnya lagi.<\/p>\n\n\n\n<p>Cara kerja operasi TMC terjadi dengan adanya proses kimia. Dr. Mangapul mengatakan setelah dilakukannya penaburan garam dengan menggunakan pesawat yang membawa garam ke udara dan menyemainya di wilayah yang sudah ditentukan, hal tersebut mampu mempercepat pergerakan terjadinya hujan. \u201cSementara itu operasi TMC dilakukan dengan melihat kondisi awan. Sebelum terjadinya hujan agar dapat dialihkan ke ruang yang diinginkan, seperti di laut dengan melihat perhitungan intensitas hujan yang akan terjadi di ruang tertentu,\u201d ujarnya.<\/p>\n\n\n\n<p>Selain Badan Meteorologi, Klimatologi, dan Geofisika (BMKG); Badan Riset dan Inovasi Nasional (BRIN); TNI Angkatan Udara; dan pihak atau badan lainnya, para ilmuwan dan akademisi perlu ikut serta dilibatkan dalam mempercepat perhitungan pergerakan cuaca seperti hujan atau cuaca ekstrem saat ini. Dr. Mangapul menyebutkan keterlibatan dan kolaborasi berbagai pihak, yaitu institusi pemerintah bisa dimanfaatkan secara luas untuk masyarakat.<\/p>\n\n\n\n<p>\u201cBerangkat dari objektivitas ilmu pengetahuan alam, metode penelitian, data lapangan dan instansional, disitulah kolaborasi berbagai pihak diperlukan dengan tujuan membangun bangsa. Dari BMKG memberikan laporan prakiraan cuaca kepada Departemen Geografi FMIPA UI dan selanjutnya FMIPA UI menyampaikan hasil penelitian dan rekomendasi kepada pemerintah. Contoh data instansional, yaitu jika di setiap kecamatan atau kelurahan memiliki alat ukur angin dan hujan, baik konvensional dan modern, seperti penggunanaan radar, mempermudah BMKG mendapatkan data terkait cuaca,\u201d kata Dr. Mangapul.<\/p>\n\n\n\n<p>Menurutnya, dampak negatif dari operasi TMC saat ini belum ditemukan. \u201cKarena sebelumnya operasi TMC telah diuji di beberapa negara hingga digunakan saat ini di Indonesia. Tingkat efektivitas operasi TMC tersebut bisa dikatakan 50% berhasil dan 50% gagal. Hal tersebut sangat tergantung dengan angin (percepatan dan besaran),\u201d ujarnya.<\/p>\n\n\n\n<p>\u201cCuaca merupakan hal yang perlu kita syukuri. Bagaimana kita mengendalikan fenomena cuaca untuk bersahabat dengan cuaca adalah dengan belajar, memahami, dan mendalami terkait keadaan cuaca tertentu agar menjadi sebuah upaya mempersiapkan diri dalam menghadapi cuaca ekstrem yang terjadi,\u201d kata Dr. Mangapul.<\/p>\n\n\n\n<p>Ruang air misalnya DAS harus dimanfaatkan karena DAS berperan penting dalam menjaga lingkungan dan menyediakan kebutuhan air bagi masyarakat. Pengelolaan DAS harus terintegrasi dari hulu hingga hilir, sehingga tidak akan menimbulkan bencana baik di bagian hulu, di tengah, maupun di hilir DAS.<\/p>\n\n\n\n<p>Ia berharap masyarakat sekarang juga perlu mengatahui dan memberikan perhatian terhadap faktor terbesar atau dominan terjadinya cuaca ekstrem, yaitu antropogenik. Antropogenik merupakan kegiatan-kegiatan yang menghasilkan pencemaran, seperti limbah pabrik, polusi transportasi, illegal logging, ekspansi lahan kelapa sawit, dan faktor alami alam yaitu dari gunung api. \u201cUpaya yang dapat dilakukan dalam meminimalisir hal tersebut, salah satunya adalah dengan cara melakukan penanaman tumbuhan atau tanaman tropis di lahan terbuka,\u201d ujar Dr. Mangapul.<\/p>","protected":false},"excerpt":{"rendered":"<p>The recent extreme weather has prompted the government to take several preventive and mitigation measures, one of which is the operation of Weather Modification Technology (WMT).
